US San Francisco Mint
Because of World War II, many of the mints of Europe could not produce and distribute coins for their distant colonies. The mint of the United States filled in this gap by producing, among others, Fijian pennies for two years. It's struck in brass instead of copper-nickel because nickel was desperately needed for munitions and other wartime industry. Because it was struck at San Francisco instead of the British Royal Mint, it bears the mint-mark "S" above the first N in "PENNY".
